That, my friends, is most assuredly a coyote.
I would bet my best cast of a Sas-track on it.
To raise the stakes even higher, I bet that is the cackle of a young male coyote.
Young male coyote are cast from the pack when they are reaching maturity. They have to make their own pack or suffer the consequences.
That howl/cackle is an attempt to lure any other coyotes to join him in a pack. Often, many outcast males form their own packs, but they all must endure some time alone.
I have heard this many times,in the past 20 years, in my own backyard.
I will endeavor to capture a similar cackle the next time I hear it.

I’m sure all of us would appreciate that Jon W. The faster we get to the bottom of these things the sooner we can move on to the next piece of evidence. Thanks for your input Jon.

About 15 yrs ago there was one of these outcast males that came to a tree line about 100 yards behind our house. He would whine and cackle and get our dogs excited. We kept them in a kennel and let them run at night. A female border collie, who had been spayed, became good friends with this wild, yodeling troubador. For months he would come to those trees in the evening. When it got dark, he would yip and bark until we let her out. She would bolt to the trees and hang out most of the night.
It was kinda like Walt Disney and Marty Stauffer stopped by and partied at our place except the hateful old man didn’t show up and shoot the coyote in front of the kids.
After that coyote was accepted into a pack or started his own, our dog would still be accepted by them and would run with them most nights for years.
